The European Commission

The roles of the European Commission are to propose legislation to Parliament and the Council; to administer and implement Community policies; to enforce Community law; to act as a mouthpiece for the European Union and negotiate international agreements, mainly those relating to trade and cooperation.

The European Parliament

The roles of the European Parliament are to exercise democratic control over all the Community institutions, in particular the Commission; to share legislative power with the Council; to play a decisive role in the adoption of the budget.

The Council

The Council represents the Member States at European Union level and constitutes the main decision-making body. The government representatives in the Council are politically responsible to their national parliament and to the citizens they represent.

The Council's field of action relates to the three "pillars" of the European Union, but with different voting procedures in different cases. The Council of the European Union has three essential roles: decision-making; coordinating the economic policies of the Member States; sharing the budgetary function with the European Parliament

The Office of President rotates every six months, so that each Member State in turn holds the EU Presidency for six months. Greece held the Presidency during the first half of 2003 (till end June). Currently Italy holds the Presidency and on 1st January 2004 the Presidency will be handed over to Ireland.

The role and duties of the Presidency involve to manage and enhance the co-operation between EU Members in the EU Council, the Council of Ministers, and the Committee of Permanent Representatives, to represent the EU Council in relation to the other EU institutions and organs (especially the European Parliament and the Commission), to act on behalf of the EU in international organisations and in relations with third countries.

European Agencies

Joint Research Centre (JRC)

The Joint Research Centre is the European Union's scientific and technical research laboratory and an integral part of the European Commission.

Their mission is to provide customer-driven scientific and technical support for the conception, development, implementation and monitoring of EU policies.

Their activities range from the assessment of safety standards for children's toys and improved biomaterials for hip implants to new technologies for recycling water and the use of satellite systems to monitor land use and deforestation.

The European Agency for Safety and Health at work (OSHA)

The European Agency for Safety and Health at Work (OSHA) has been set up by the European Union in order to serve the information needs of people with an interest in occupational safety and health

European Environment Agency (EEA)

The European Environment Agency is operational since 1994 and currently has 29 member countries.

Their mission statement is to support sustainable development and to help achieve significant and measurable improvement in Europe's environment trough the provision of timely, targeted, relevant and reliable information to policy-making agents and the public.

European Network of Health Promotion Agencies (ENPHA)

The overall aim of the ENHPA is the facilitation of the health promotion priorities as set by the European Commission in the Programme of Community Action on Health Promotion Information, Education and Training.

European Health Forum (EHF)

The EU Health Forum is an information and consultation mechanism involving stakeholders in the health field, which aims to ensure that the EC's health strategy is transparent and responds to the public concerns. It is composed of three complementary elements: a Health Policy Forum, an Open Forum and a Virtual Forum.

European Committee for Standardization (CEN)

CEN is an international association governed by Belgian law and is a major provider of European standards and technical specifications.

Their vision is to be the focal point in European standardization contributing to Europe's competitiveness globally and to the welfare of its citizens, and to be the best organization in Europe to develop standards and specifications (quality, cost effectiveness, timeliness).
