policies of the Member States; sharing the budgetary function
with the European Parliament
The Office of President rotates every six months, so that
each Member State in turn holds the EU Presidency for six
months. Greece held the Presidency during the first half of
2003 (till end June). Currently Italy holds the Presidency
and on 1st January 2004 the Presidency will be handed over
to Ireland.
The role and duties of the Presidency involve to manage and
enhance the co-operation between EU Members in the EU Council,
the Council of Ministers, and the Committee of Permanent Representatives,
to represent the EU Council in relation to the other EU institutions
and organs (especially the European Parliament and the Commission),
to act on behalf of the EU in international organisations
and in relations with third countries.
